This thesis discuss about development of tourism sector in Banyuwangi and the effect of economics, social, and culture, the problem of this thesis is how is the tourism condition before government policy, what kind of effort that has been implemented by district government to develop tourism sector, and what is the impact of tourism to economic, social, and culture in Banyuwangi. The purpose of this research is to know the potential tourism in Banyuwangi before the policy was set by district government; Explain the steps of government to manage the tourism in Banyuwangi; Explain the impact of tourism to economic, social, and culture in Banyuwangi. this research is expected to become reference of tourism history in indonesia. To become reference for the next writing source which is related with tourism history and provide understanding to reader related with the effect of tourism to bring forward the economics, social, and culture.
The method which is used in this thesis is historical approach with Heuristic step that is sourcing. Source criticism is an effort to find authenticity and credibility of the source. Interpretation is an effort to interpret the fact that is taken from the valid data or the analysis process from the data which then arranged to become a construction of integrated event without any subjectivity and near up to the truth. Historiography, is the interpretation results from all the fact which is obtained and consider to be valid and credible and become unity. The theory which is used in this research is modernization theory with tourism sociological approach and the theme which is chosen in this research is tourism historical theme.
The Results of the research was shown that, the development of tourism sector in Banyuwangi had encounter fluctuating, especially in the 1998 economic crisis was happend and has inflicted to the decrease of tourism image in Banyuwangi.This condition occured until the 2002 local regulation was published 2002 that become the legal foundation in every excution of managing tourism sector in Banyuwangi. Through the carried theme about tourism industry, Banyuwangi regency government began to make important policy in supporting the advancement of tourism. The government seriousness in bringing back the image of tourism looks to start previewing Banyuwangi as a new tourist destination to national level, and improve the supporting facilities of tourism, such as road repairs, Extra attractions, ease permits the construction of hotels, transport and others. The role of the actors of investors began to look on the growth of some large industries have been built, making Banyuwangi as a new economic center in East Java. Although the tourism sector in Banyuwangi is still in the developing phase when compared to the agricultural sector, but the development of tourism is able to bring new jobs or change for the people of the original work as farmers, now turned into a tourist service manager. In addition, the development of tourism in Banyuwangi help re-grow local culture through the development of rural tourism and a variety of cultural events are packed with carnival held every year by the local government and the community.
