THEN DEVELOPMENT OF WRINGIN ANOM SUGAR FACTORY, WRINGIN ANOM VILLAGE PANARUKAN SITUBONDO IN 1998 – 2010

ABSTRACT

This research aims to describe the development of Wringin Anom Sugar Factory and its influence toward people in Wringin Village of Panarukan District. In conducting this research the writer applies historical method by using both written and oral sources related to discussion. The results show that the performance of Wringin Anom Sugar Factory once declined in 1999 due to the effect influence of Presidential Instruction No. 5 of 1998, which gives farmers freedom to choose commodity to plant, so that farmers are reluctant to plant sugar cane. Accordingly, this caused the supply of raw material for Wringin Anom Sugar Factory reduced. Farmers were reluctant to grow sugar cane because they felt aggrieved and they chose plants which were considered more profitable. Then the problem was overcome by a new partnership program which was more profitable for farmers, so farmers planted sugar cane again. One of the most important things in building a region is the level of its people education. Abundant human resources potential in the form of a large quantity population must be balanced with the quality of adequate level of education. Wringin Anom Sugar Factory gave significant economy effects to surrounding people, for instance job vacancies in factory, and it has impact on people’s mindset such as discipline, being efficient and having job description representing one’s capabilities.
