This thesis discusses the river pollution in Sidorejo Village, Rowokangkung Subdistrict, Lumajang and its influence on economic, health, and environmental life. The problems in this thesis are the process of changing of the river condition that contaminated by Jatiroto Sugar Factory’s waste, the ecological impact caused by the industrialization in the area of the Factory, and the government’s and society’s responses towards such ecological impact.

The purposes of this research are to determine the impact caused by the disposal of waste from Jatiroto Sugar Factory, to know the process of ecological change in the area Jatiroto Sugar Factory, and to know the responses of government and society towards the ecological impact. This research is expected to know the processing of waste generated by the Sugar Factory Jatiroto, 1989 – 2010; to know the process of ecological change in the area of Jatiroto Sugar Factory; to know the ecological impact caused by industrialization in the Sugar Factory Jatiroto as well as the government’s and society’s responses to the ecological impact.

The method used in this research is the historical method with four stages. to the stages. Heuristic is the stage of finding data sources. The data sources criticism is an attempt to get the authenticity and credibility of the sources. Interpretation is an interpreting attempt of facts drawn from the valid data or analysing process of the data which are then composed into a whole construction of an event without the of subjectivity and closer to the truth. Historiography is the interpretation results of all obtained facts and considered valid, credible and being the unity. The theory used in this research is the ecological theory with environmental sociology approach. The chosen theme is the theme of environmental history.

The result of this reseach shows that since its first operation in 1910, Jatiroto Sugar Factory had made the production process of milling that had increased its productions results each year. This increasing production had made the higher market demands by the reason of the better quality of sugar because of it came from sugar canes with super quality compared to the others. However, the development of the sugar milling process had engendered the higher waste disposal into the river, especially the river in the Sidorejo Village, Rowokangkung Subdistrict, Lumajang. The dependence of the society to the river was very high because they used its water for their daily needs. The pollution of the river had given impact on public health, especially those who had been living on the edge of the river. The impact caused by the pollution made people no longer consumed the water. Such pollution also affected the public health in Sidorejo. According to a farmer in Sidorejo, the most complained impact was about the the irrigation for the farming activities because the farmers got difficulty for having clean water to irrigate their crops. Facing such problem, a non-governmental group and the inhabitants of Sidorejo organized a meeting with the purpose to talk about the pollution of the river caused by the liquid waste disposal from the production process of Jatiroto Sugar Factory. This meeting also involved the Head of Sidorejo Village, Parno. The joint decision of this meeting was through the village government masking a rejection letter of the liquid waste disposal from Jatiroto Sugar Factory becasue its negative impact on the life and the economy of Sidorejo society. The forum also asked the village government to make a proposal about requesting the aid from Jatiroto Sugar Factory for the development of clean water project in Sidorejo Village.
