This thesis discusses the development of smallholders’ coffee plantation in Sidomulyo Village, Silo Sub-district, Jember Regency 2004-2013. The problems of this thesis are: (1) factors that have caused smallholders’ plantation in Sidomulyo Village, Silo Sub-district; (2) the development of smallholders coffee plantation in Sidomulyo Village, Silo Sub-district 2004-2013; (3) the impact of smallholders’ coffe plantation toward economic, social, and environmental life of society in Sidomulyo Village, Silo Sub-district, Jember Regency. The goal of this study is to know factors that had caused the smallholders’ plantation, its development, and its impacts toward society in Sidomulyo Village.

As a historical qualitative research, this research used a historical method that has some steps, namely topic selection, data source collection, criticism of data source (both external and internal), data verification, data interpretation, and historiography. This research applied a theory of social change by using an economic sociological approach. This approach was used to analyze problems in the field, particularly the problem related with the history of smallholders’ coffee plantation in Sidomulyo, Silo Sub-district and its development. Of course, both of them related with the problems of production, distribution, and the workers from Sidomulyo Village. This approach was also very useful to study the impacts of smallholders’ coffee plantation toward economic, social, and environmental development.

The result of this study shows that the impact of smallholders’ coffee plantation toward society in Sidomulyo Village included economic, social, and environmental aspects. The impact in economic sector was creating jobs and sufficing daily needs. The attempts of plantation developed by the society of Sidomulyo Village continuously gave impact toward the improvement of better living standard. In social sector, the impact that met the public interest was the increasing of the number of educational facilities, both formal and informal. In environmental sector, smallholders’ coffee plantation could reduce erosion, fertilize soil, and increase soil fertility. Furthermore, the smallholders’ coffee plantation in Sidomulyo Village also made no more forest fires and illegal logging. The development of smallholders’ coffee plantation also could not be separated from the role of Jember government through counseling program conducted by The Office of Plantation Jember Regency. Such program helped the coffee farmers to know the appropriate ways in fostering their coffee plants in order to get better harvest.
